The "Rebuild Index" button can be found in the very top bar of the admin and allows you to manually re-index all content items within the site for the purpose of site and module searching functions.
This option can help to quickly get new items into the site's search index, perhaps after many items have been recently added or imported. It can also help resolve any issues with items not being returned by a site search.
Individual content modules can have their index rebuilt independently (if re-indexing the entire site is not feasible) by going to that module's settings.
See the appropriate module documentation under 'Content Modules' for instructions on re-indexing that module's items.
This affects the built-in search function only, and not to be confused with Search Engine Indexing (ie: Google, Bing, etc.)
